Building awareness of the benefits and barriers to early childhood data systems is essential to promoting a culture of data use and informed policy-making. To understand how policies, services, and supports work for which children at what time, policymakers need comprehensive data about the accessibility, quality, and effectiveness of services. Many states have developed an Early Childhood Integrated Data System (ECIDS) to provide such information. An ECIDS collects, stores, integrates, and maintains data from early childhood programs across multiple agencies within a state. The combined information is used to inform service delivery, public policy, and future investments to ensure all children have access to the supports they need to succeed in school and in life. This toolkit was developed to help the Virginia Early Childhood Foundation identify a list of key stakeholders and policymakers to facilitate direct communications and identify specific policy needs to advance implementation and use of an ECIDS.
